I know you didn't ask, but I do have some tips for your hair. Your face is gorgeous, and your hair really isn't doing anything for it. You should trim 2-3 inches off of it and get it more layered.

If you have bags in the morning, splash your face with super cold water.

Also, to get rid of the bags, once a week put potato peelings under your eyes. Sounds stupid, but just do it for 5-10 minutes 3 times a week, and you will get great results. It's the starch that does the magic.Eye make-up ideas? asap!!?
use a mouse type foundation.

for example, mac has this new holiday collection and its called warm eyeshadow set.

(ill have pic)

get an angle brush

take the dark brown and put it on your lower eyeline. (with the angle brush)

then go over it with the blueish brown.

now take a blending brush and use the gold to put in the inside of your eye

take the shading brush and use the gold, light brown, and the peachy beige and put it all over ur eye.

now take an eyeshadow sponge and take the red and dark brown and put it on ur lower lid.

now use a basic mascara.

maybe use a blush =)
I find if you glue on some eyelashes

(not long, just fuller look)

it ends up creating the look of thin black on the top of your eye

it makes it look like youre wearing eyeliner creativly ontop.

even though you arent.

best thing i've ever done.
First thing is get some mascara to darken up your eyelashes. You could also put a bit of black/dark brown eyeliner right above your lash line, on your eyelid. Start the eyeliner thinner at the inner part of the eye and end with a little bit thicker line at the outer part of your eye. A little bit of brown eyeshadow just on the eyelid crease will help too, but don't over do it.

Find some Physician's Formula cover-up at most drugstores. They make a green (yes green!) coverup that works really well on fair skin to cover up circles under the eye and other blemishes.

And you should try to keep your hair from hanging so near your eyes--that definitely keeps your eyes from popping!
For eyeshadow, you need to use colours that are opposite blue on the colour wheel. I have very similar coloured eyes and complexion, and I use a lot of oranges, bronzes, browns and golds. Sometimes you can blend a tiny bit of blue in with some browns to really pop out the colour. Both Loreal and Almay have special eyeshadow trios with the browns and blues for blue eyes.

I like to use orange on the outside and a shimmery gold on the inside for a bright, fun look. No eyeliner, plenty of mascara on upper and lower lashes.

Also, always use the darkest colour on the outside and the lightest colour on the inside. Blend blend blend! you shouldn't be able to see where one colour ends and another begins.

Use a white eyeliner pencil underneath your eyebrows to lift them.

Use only brown eyeliner, black would be far too harsh. Just use it on the outside corners, don't line your eyes too much, it can make them look small.

Use black, thickening mascara to finish.

Use a light pink blush, and then run a tiny bit of bronzer along your cheekbones to define your face.

Most importantly: play around! Experiment! That's how I learnt!
